The principle of environmental protection First, the landfill should meet the flood prevention standards. A large landfill (with a capacity larger than 5 million cubic meters) should be designed to survive the fifty-year flood and verified to survive the hundred-year flood; the standard for others should be twenty-year and fifty-year. Second, the landfill should be 50 meters away from the residential areas. Third, the landfill should not be located in the national nature reserve, scenic areas, heritage areas and national defense areas. Fourth, the landfill should be located in the downstream of the headwaters, and also at the tail end of prevailing wind direction.

The principle of engineering and safety production First, the storage capacity should be sufficient. The service life should be more than 10 years, and even in special cases the service life should be not less than 8 years. Second, the landfill should be located in a place convenient for transportation and having a reasonable haul distance. Third, that place should be easy for seepage-proofing. Fourth, that place should have a rich soil source. Fifth, the natural terrain conditions should be made the most of, so as to reduce the amount of earthwork as much as possible.

Economic principle First, make full use of the wasteland or valley. Second, try to maximize the space utilization factor, namely the landfill amount of per unit area. Third, try to reduce the work amount. Fourth, operate and manage the landfill reasonably and economically. Fifth, develop and utilize the landfill comprehensively after closure.

The principle of legal and social support First, comply with the city construction planning, regional environmental planning, the city’s overall planning and special planning for environment and health. Second, comply with the state and local laws and regulations. Third, pay attention to the public opinion and social impact. Fourth, try to conform to the city’s planning for water supply and drainage facilities.
